Providing no-cost forensic medical evaluations for asylum-seekers.
Philadelphia Human Rights Clinic (PHRC) is a medical student-run organization with a mission to provide no-cost psychiatric and physical evaluations for survivors of persecution seeking asylum in the United States.
PHRC was founded in 2012 by a small group of medical students and physicians at the University of Pennsylvania who were passionate about refugee issues. Since then, we have helped hundreds of asylum-seekers receive pro-bono forensic medical evaluations. Today, are a collaboration between all five Philadelphia medical schools: UPenn, Jefferson, Drexel, Temple, and PCOM.
Each year, tens of thousands of people apply for asylum in the United States in order to escape torture, trafficking, and other forms of persecution. By documenting the physical and psychological sequelae of human rights abuses and submitting a medical-legal affidavit to court, physicians and students can make a difference in whether these individuals are granted asylum or other relief from deportation. PHRC also trains healthcare providers to perform asylum evaluations, and educates medical students about the process of asylum and the role of healthcare providers in asylum.
Our clinic operates in partnership with the Physicians for Human Rights (PHR) Asylum Network.
We connect asylum seekers to physicians trained in forensic medical evaluation. These evaluations form the basis for medical-legal affidavits used in asylum proceedings.
We host an annual training for physicians interested in forensic medical evaluations. CME credits are available for the training.
Medical students form the core of our workforce by coordinating evaluations and writing the preliminary drafts of our medical-legal affidavits.
We partner with local medical and legal organizations for our operations, education, and outreach work.

Asylum evaluation requests should come from the attorney representing the client.
Our mission is to give asylum seekers access to a free medical or psychiatric forensic evaluation for their asylum hearing. As such, we primarily work with attorneys representing pro-bono or low-bono clients.
